Arthur House - Moderator

Chief Cyber Risk Officer, State of Connecticut. Arthur House became Chief Cybersecurity Risk Officer for the State of Connecticut in October 2016 after four years as Chairman of Connecticut’s Public Utilities Regulatory Authority. House has a background in national security, having served as Director of Communications in the Office of the Director of National Intelligence and as Chief of the Communications Group for the National Geospatial-Intelligence Agency, a combat support agency of the U.S. Department of Defense. As a White House Fellow he served as Special Projects Officer on the staff of the National Security Council. He worked in Asia and Africa as an economist and loan officer for the World Bank and was a Congressional Adviser to the United States Mission to the United Nations. In the private sector, House was Senior Vice President of Public Affairs at Webster Bank and also held senior executive positions at Cigna, Aetna, and Tenneco. His career has also included three positions in the United States Senate: Chief of Staff to former Connecticut Senator Abraham Ribicoff, Staff Director of the Democratic Policy Committee for former Senate Majority Leader Robert Byrd, and Legislative Assistant to Senator Chris Dodd. House is a graduate of Tufts College and has a Ph.D degree from the Fletcher School of Law and Diplomacy at Tufts University. He has published a book and several articles on international relations subjects and taught graduate courses at the Fletcher School and at the University of Connecticut, Georgetown University and the National University of the Congo.

Benjamin J. Brunese - Panelist

Benjamin J. Brunese, CPA, CPCU, ARe, AU Cyber Practice Leader, Hartford Steam Boiler Inspection and Insurance Company (HSB) Ben Brunese has been with HSB for 11 years and is located in Hartford, CT. Ben is the Cyber Practice Leader for HSB’s Custom Accounts Division focusing on the underwriting and business development strategies for HSB’s standalone transactional cyber products. Previous to his current role, Ben was a Large Account Equipment Breakdown Underwriter specializing in the financial service, heavy manufacturing, power generation, technology and telecommunication sectors.

Larry Racioppo - Panelist

Mr. Racioppo joins the panel with his tenured experience in the insurance industry where he is currently Senior Vice President, Management & Professional Services with USI. His practical and leadership background has given him extensive insight into the changing realm of liabilty and insurance with an eye to cybersecurity.

Tim Ronan - Panelist

Timothy G. Ronan is chair of Pullman’s Litigation Department and practices in the areas of complex commercial litigation and alternative dispute resolution. Tim heads Pullman's Cybersecurity and Privacy practice and has been counseling an increasing number of clients on risk mitigation, compliance and how to respond to data and system breaches and related insurance issues. He has successfully defended claims against a corporation alleging that it had improperly hacked a competing company’s network. He has been active in litigating cyber tort claims, consumer data privacy actions and technology-based lawsuits, including piracy claims. He has also advised clients in obtaining redress in matters involving unauthorized transactions in their accounts and data files. He advises clients on cybersecurity statutory requirements, breach response plans, and real-time responses to breaches. Tim is a frequent lecturer on cybersecurity topics to industry groups, bar associations and other professional bodies.

David T. Huang - Panelist

David T. Huang is an Assistant U.S. Attorney in the U.S. Attorney's Office in the District of Connecticut, where he investigates and prosecutes fraud and cyber cases. He also serves on the District's Bank Secrecy Act review committee and as the office’s professional responsibility officer. Before joining the U.S. Attorney's Office in 2008, he practiced at Kirkland & Ellis in New York, Palmer & Dodge in New York, and was an Assistant Attorney General in Massachusetts. He is a graduate of Yale College and Cornell Law School.

Vanesssa Richards - Keynote Speaker

Vanessa Richards is an Assistant United States Attorney in the District of Connecticut, where she serves as the Computer Hacking and Intellectual Property (CHIP) Coordinator for the U.S. Attorney's Office. In that capacity, she prosecutes a variety of national security crimes, including cybercrime involving computer intrusions, botnets, and the theft and misuse of bitcoins. AUSA Richards also oversees the Federal Cyber Task Force (CTF). The CTF was announced in October 2017, and is partnership between the USAO and the Federal Bureau of Investigation, the Drug Enforcement Administration, the United States Secret Service, Homeland Security Investigations, the United States Postal Inspection Service, the Department of Defense's Criminal Investigation Service and the Internal Revenue Service and more than a dozen local and state law enforcement agencies. Before joining the U.S. Attorney's office, Vanessa served as an Assistant District Attorney at the Manhattan District Attorney's office. Prior to that, she worked at Paul Weiss Rifkin Wharton & Garrison and then at Friedman Kaplan Seiler & Adelman. She clerked for the Honorable William H. Yohn in the Eastern District of Pennsylvania. She graduated cum laud from the University of Pennsylvania Law school and received her undergraduate degree from Barnard College.
